Sonia Gandhi strikes chord with the farmers in Punjab Congress President and UPA Chairperson Sonia Gandhi presented the people of her constituency a memorable gift – a degree college for girls in the memory of former Prime Minister Late Indira Gandhi. “Rae Bareli was the Indira Ji’s ‘karmbhoomi’ and it was her wish that a girls’ degree college should be built in her memory,” said Sonia Gandhi in her address after laying the foundation stone for two road projects in her constituency.
During her two-day visit to Rae Bareli, Sonia Gandhi informed that the human resource development ministry has taken an initiative to set up a degree college here. “The state government has also shown positive stand in giving land and as soon as land is provided, the work will begin and the college will be named after Indira Gandhi,” informed Sonia Gandhi.
The Congress MP informed that the Congress-led UPA government had taken concrete steps in the field of education. Sonia Gandhi pointed out that approval has been given for one model school in every block for which 75 per cent of the cost is being borne by the UPA government. Sonia Gandhi added that in Uttar Pradesh, money has been provided for 148 schools.
The Congress President reiterated that the society and country would progress only when maximum people get educated and also explained that the Congress-led UPA government has been working in this direction because it realizes that the key to a bright future is education.

“The society and the country will progress only when maximum people get educated. Education is the key to a bright future,” said Sonia Gandhi in her address after laying the foundation stone for widening of the Lucknow-Rae Bareli road and other projects. “Approval has been given for one model school in every block and 75 per cent of the cost is being given by the UPA government. In Uttar Pradesh money has been provided for 148 schools,” further informed the Congress MP.
Sonia Gandhi also told the gathering that the Human Resource Development Ministry has taken an initiative to set up a Girl’s degree college Rae Bareli. “State government has also shown positive stand in giving land. As soon as land is provided necessary steps would be taken immediately and the college will be named after Indira Gandhi,” informed Sonia Gandhi.
The Congress president also said that work on widening Rae Bareli-Allahabad road would be started soon at a cost of Rs 300 crore. Sonia Gandhi told that the UPA government has given approval for national highway projects at a cost of Rs 1,800 crore.

Sonia Gandhi announces new projects for Raebareli

While addressing a gathering after laying the foundation stone of the road project of the National Highway 28 between Rae Bareli and Lucknow, Sonia Gandhi informed that she would continue her best efforts for the development in Raebareli.
“Zindagi ka silsila nahin rukta hai, nahin desh ke liye kaam karne ka”(Life does not stop, neither does work for the nation),” said Sonia Gandhi, adding that the Congress-led UPA government at the centre had brought out many schemes for the poor and the underprivileged.
The Congress MP also said that the real change would come when the education sector gets a major impetus. Sonia Gandhi also announced that a women’s degree college would soon be set up in the name of the late Prime Minister Indira Gandhi at Rae Bareilly.
Sonia Gandhi also announced other infrastructural projects also for Raebareli including broadening of the railway over bridge at Bachrawan, an overbridge in the city to ease transport and two level crossings at the Kunda bypass.

Pro-poor legislations by the UPA because of Sonia Gandhi’s Interventions

Sonia Gandhi strikes chord with the farmers in Punjab The information gathered through the Right to Information Act confirms that regular interventions by Congress President Sonia Gandhi were instrumental for many of the important legislations made by by the Congress-led UPA government at the Centre. For example, on January 14, 2011, the Congress President wrote to the Prime Minister, pointing out that domestic workers were not included in the Protection of Women against Sexual Harassment at Workplace Bill, 2010, a legislation that NAC had been examining. “Domestic work is under-valued and poorly regulated and the workers are often underpaid and ill-treated. Their workplace being the confines of private homes, domestic workers, especially live-in workers, are prone to sexual harassment and abuse,” wrote Sonia Gandhi. “This being so, exclusion of domestic workers from the purview of the Bill enhances their vulnerability,” added Sonia Gandhi. The final draft of the Bill, passed by the Cabinet in May 2012, duly includes her recommendation on domestic workers.
Here are some more instances of positive and effective intervention by Sonia Gandhi. On August 20, 2010, the UPA chairperson wrote to the then law minister M Veerappa Moily, asking him to coordinate with the Ministry of Women and Child Development for an effective legislation to address sexual offences against children. “In the above context, the Ministry of Law and Justice may work in coordination with the Ministry of Women and Child Development to enable the finalisation of such a draft legislation, so that it can be brought to Parliament expeditiously,” says the letter by Sonia Gandhi.
Sonia Gandhi also wrote another letter to the then Home Minister on January 18, 2011, on the issue of Jarawa tribes of Andaman and Nicobar islands. Raising concern over local tourism operations and the highway passing through the Jarawa reserve, the UA chairperson noted, “The Ministry of Home Affairs may coordinate with them (Tribal Affairs Ministry) so that all issues related to the Jarawa tribe are comprehensively addressed.” On October 27, 2010 Sonia Gandhi wrote to the prime minister saying, “As NAC firms up the draft Bill, it might be useful for the government to consider preparation for a timely and successful national roll-out of this ambitious Act.”
Sonia Gandhi also suggested Dr. Singh on November 10, 2010, to consider the rural development ministry’s proposal to involve the Registrar General and Census Commissioner to conduct socio-economic survey to gauge the number of below poverty line families. “May I suggest that the proposal mooted by MoRD be examined in your office,” she wrote. Within seven months, the proposal was examined by the Prime Minister’s office and got the Cabinet’s approval on June 19, 2011.
The above mentioned facts prove beyond doubt that Sonia Gandhi played an important role in making many of the land mark policies by the UPA Government at the Centre. We can see the touch of Sonia Gandhi in National Rural Employment Guarantee Scheme, Right to Information Act, Mid-day meal scheme for the school children, Sarva Siksha Abhiyan, Anti Communalism Bill and Food security Bill. NAC chaired by Sonia Gandhi reviews its activities

Sonia Gandhi strikes chord with the farmers in Punjab The reconstituted National Advisory Council (NAC) which had met recently reviewed the progress since it was formed two years ago. Congress President and UPA Chairperson Sonia Gandhi is the head of the NAC.
The meeting, chaired by Sonia Gandhi, approved a report which takes stock of the work done in the past in terms of issues taken up and recommendations made to the union government. Union ministries of labour and employment and finance made presentations before the NAC on its recommendations to the government on social security for the unorganised sector.
These included universalising maternity benefit of Rs.1,000 for six months to pregnant and nursing mothers under the Indira Gandhi Matritva Sahyog Yojana in 52 districts, widening of the health insurance cover under the Rashtriya Swasthya Bima Yojana to the unorganised sector workers and enhancing the life and disability insurance, as well as the pension scheme.
In the past year, the NAC has sent the draft National Food Security Bill and the Prevention of Communal and Targeted Violence (Access to Justice and Reparations) Bill, 2011, to the government. Soni8a Gandhi was eager to get these bills passed at the earliest.
While the Food Security Bill is being examined by a Parliamentary Standing Committee, the Communal Violence Bill is being considered by the home ministry. The NAC also discussed issues such as ways to prohibit manual scavenging, protect the livelihood rights of street vendors and enhance the rights of persons with disabilities and land acquisition. NAC under the leadership of Sonia Gandhi was instrumental in the UPA policies like MGNREGA, Right to information, Right to education and the above said new proposals also show the commitment of the NAC and its chairperson Sonia Gandhi towards the poor and the downtrodden in the country.
The advisory body has already given its inputs on draft legislations to protect children against sexual offences, prevent sexual harassment of women at the workplace and has suggested amendments to existing laws on prohibiting child labour.
Earlier, the NAC had sent recommendations to the government on social sector policies relating to the Scheduled Caste Sub-Plan and Tribal Sub-Plan, denotified, nomadic and semi-nomadic tribes, the Jarawa tribe, domestic workers, shelters and other services for the urban homeless, unorganised sector workers, and on improving the sex ratio at birth.

The latest information gathered through Right to Information Act shows that she has the crucial role in most of the important legislations and policies made by the Congress-led central government. As per the details Sonia Gandhi wrote almost one letter a month to the Prime Minister over the past two years.
Sonia Gandhi has been regularly giving directions to the United Progressive Alliance government and she has been making proper interventions for the legislations like food security, sexual offences against children, manual scavenging, communal violence, domestic workers and tribal welfare in particular.
As per the information the Congress President has written 25 letters to Prime Minister Manmohan Singh and 17 letters to various Cabinet ministers since the National Advisory Council (NAC) was constituted for the second time in 2010.
Sonia Gandhi, who heads NAC, has actively championed her social reforms agenda by writing to the Prime Minister most often, as many as four times, on various aspects of the National Food Security Bill. Of the 17 letters written to Cabinet ministers, four related to the Mahatma Gandhi National Rural Employment Guarantee scheme, followed by three on issues pertaining to the Forest Rights Act.

Next day, she intervened effectively when Shailendra Kumar from the Samajwadi Party raised the issue of ensuring reservations in promotions for SC/ST government servants. Further during a discussion on the killing of six Sikhs in a US Gurudwara, Sonia Gandhi prompted Congress MPs and even parliamentary affairs minister Pawan Kumar Bansal to aggressively defend the party against the Akali Dal’s accusations that Congress hadn’t done much for the Sikhs.
It is a fact that Congress President was never seen so aggressive. But this time, she did the correct job as the chairperson of Congress-led UPA. She always realised that it is her responsibility o defend the ruling coalition whenever it is under attack. When BJP leader LK Advani called UPA illegitimate, Sonia Gandhi correctly pointed out that he went beyond the limit of parliamentary discipline and she spearheaded the protest against L K Advani in Lok Sabha, forcing the senior BJP leader to unconditionally withdraw his remark.

District Magistrate Srinivasan Lo proposed several schemes such as electric crematorium, old-age home, children’s park in the Indira Gandhi Udyan besides free coaching facility for the IAS and IPS exam.
He also informed Sonia Gandhi about problems faced by the locals in getting bank loans and sought her help in this regard, to which she asked her representatives present in the meeting to take note of the issues raised.
On the acute power crisis, Sonia Gandhi asked the MLAs to do whatever was required from their side while saying that she would also make efforts in this regard. Sonia Gandhi expressed her unhappiness for the lesser participation of women in MNREGA.
Sonia Gandhi also met delegations from ITI, NTPC, UP State spinning mills and Nandganj Sehori Sugar Mill and representatives of primary teachers’ association besides a number of local residents who submitted memorandums regarding their problems.

While addressing the function to lay the foundation stone for the project of strengthening and broadening works of two roads on the National Highway 24 B in Indira Gandhi Auditorium at Firoz Gandhi PG College, Raebareli she also highlighted various polices of Congress-led UPA government at the centre for education.
“There is no end for duties and responsibilities in our life and in the similar manner there is no end for the efforts for development of our country. The moment we accomplish a scheme, we can always see new avenues for development. We see new possibilities at each turn. It has been our sincere efforts to design new policies and schemes for the welfare of the people and to make the lives of the people more comfortable,” said Sonia Gandhi.
“The UPA Government at the Centre has implemented a number of welfare schemes aiming for the welfare of every section of our society and many people are reaping the benefits too. I think that society and the nation can move forward only if maximum people are educated. Education is the key for a better and bright future. The UPA Government at the Centre, has therefore, taken some strong steps in this direction. Approval has been given for one model school in every block and 75 percent of the cost is being given by the UPA government,” said Sonia Gandhi
The Congress MP further informed, “In Uttar Pradesh money has been provided for 148 schools. In Raebareli district too, the works are in progress for three model schools and the permission has been given for a Central school in Bachcharawa. Permission has been given to start all primary sections at the Central School in Gora Bazar which would be very much beneficial for the children in Raebareli.”
